<p><strong>1. Position Title</strong>: Procurement Officer&nbsp;</p>



<p><strong>Reports To: </strong>Director, Strategic Information &amp; Implementation Fidelity</p>

<p><strong><u>Position Overview:</u></strong></p>



<p>This position holder will be expected to facilitate and enhance procurement requirements for quality and consistency of purchasing documents, solicitations and procurement contracts issued by the organization. Following organizational procurement rules, regulations and best practices, position performs technical writing to draft purchase orders (POS), contractual agreements, including contract amendments, inter-agency agreements, memorandum of understandings, revenue agreements, and other approved contracting vehicles. Position performs procedural business processes required to execute the POS and contracts including negotiating scope, risk, and terms. Position oversees the solicitation process (RFP, DQ, IFB, sole source, and IT Staff Augmentation) to include drafting statement of work specifications, publishing solicitations, responding to external inquiries, managing public solicitation openings, overseeing evaluations and preparing the awards. The procurement Officer might need to respond to emergency and other non-routine procurements and assists <strong>organizational</strong> staff with proper resolution. Position mediates contractor and end user complaints. Position follows a project management system to track and monitor project deliverables and milestone activities in order to meet project deadlines.</p>



<p><strong><u>Essential Functions</u></strong></p>



<p>&nbsp; &nbsp; • Facilitate the procurement of health products and services that will support the implementation of the project.</p>



<p>&nbsp; &nbsp; • Will be responsible for managing the work/activities of the procurement assistant.</p>



<p>&nbsp; &nbsp; • Manage the entire procurement process from receipt of the PRF- Purchase Requisition Form to the development of the related RFQ &#8211; Request for Quote, , PO – Purchase Order &amp; GRN- Good Received Note for procurement services.&nbsp;</p>



<p>&nbsp; &nbsp; • Maintain all records of purchases, pricing, and other important data, filing them appropriately and retrieving them on demand.</p>



<p>&nbsp; &nbsp; • Develop, review and issue purchase orders (PO) to selected service providers for smooth implementation of services in line with Georgetown University procurement policies.</p>



<p>&nbsp; &nbsp; • Manage a procurement plan for the project and initiate, follow through and complete local commodity procurements using the procurement plan.</p>



<p>&nbsp; &nbsp; • Develop and manage a Procurement Master Tracker in line with the procurement plan showing where each procurement transaction is at any point in time.</p>



<p>&nbsp; &nbsp; • Work with the compliance unit to ensure that all procurement of goods and services are in line with CDC (45 CFR 75) regulations and Georgetown University policies.</p>



<p>&nbsp; &nbsp; • Develop and manage relationships with vendors (including performing relevant assessment and due diligence) to ensure that all procurement of goods and services are of the highest quality and that they meet US Government regulations.</p>



<p>&nbsp; &nbsp; • Draft as may be required appropriate service level agreements to properly evaluate the performance of suppliers, and report on this on a regular basis.&nbsp;</p>



<p>&nbsp; &nbsp; • Set up and manage the process of supplier accreditation and service level management for key services and products that the programme requires as well as maintain the vendor database developed from the accreditation process.&nbsp;</p>



<p>&nbsp; &nbsp; • Support the development of appropriate sourcing strategies that will enable the project to obtain best value for resources committed to project activities.</p>



<p>&nbsp; &nbsp; • Monitor and evaluate with the intention of improving supplier performance on a continuous basis&nbsp;</p>



<p>&nbsp; &nbsp; • Support the development and regular reporting on key performance indicators to demonstrate the project achievements in support of procurement services.</p>



<p>&nbsp; &nbsp; • Contributes positively to a work environment that emphasizes teamwork, respect for differences, accepting and giving constructive feedback.</p>



<p>&nbsp; &nbsp; • Perform other duties as may be assigned that are considered necessary to achieve success and which are consistent with the overall nature of the contract and work plan.</p>



<p><strong><u>Qualifications and Experience:</u></strong></p>



<p>&nbsp; &nbsp; • Minimum of 2-3 years’ relevant experience in procurement of goods and services with International Non-Governmental Organization especially in the health sector preferred. USG experience a plus.</p>



<p>&nbsp; &nbsp; • Minimum of 2-3 years’ experience in developing technical proposals and managing complex procurement of goods and services for the health sector required</p>



<p>&nbsp; &nbsp; • Demonstrated experience leading and managing high performing team required.</p>



<p>&nbsp; &nbsp; • Experience engaging with local and international vendors on procurement of goods and services required</p>



<p>&nbsp; &nbsp; • Proactive, with positive problem-solving approach and attention to detail.</p>



<p>&nbsp; &nbsp; • Good interpersonal and team-working skills.</p>



<p>&nbsp; &nbsp; • Masters’ Degree in Supply Chain Operations, Public Health, Management, Procurement, or relevant degree desirable but not mandatory&nbsp;</p>



<p>&nbsp; &nbsp; • Ability to communicate in French fluently.&nbsp;</p>



<p>&nbsp; &nbsp; • Ability to communicate in English will be an added advantage but not mandatory&nbsp;</p>

<h2 class="wp-block-heading">ORGANIZATIONAL CONTEXT</h2>



<p>These jobs are found in Headquarters (HQ), Regional Bureaux (RBs) or Country Officers (COs). Job holders may report to a more senior Procurement Officer, or the Country/Deputy Country Director, Deputy Regional/Division Director or the designate. Job holders typically support diverse initiatives or multi-country operations or lead operations within a CO. Job holders are likely to be operating in an environment where the complexity of managing procurement operations is moderate e.g. may include a varied range of goods and services, food procurement and cash and vouchers.</p>



<h2 class="wp-block-heading">JOB PURPOSE</h2>



<p>Lead on or provide technical advice and oversight to procurement field operations of moderate complexity, partnering with the key supply chain functions to ensure an integrated supply chain approach to meeting the food assistance needs of beneficiaries.</p>



<h2 class="wp-block-heading">KEY ACCOUNTABILITIES (not all-inclusive)</h2>



<p>1. Consolidate and analyse data from which to inform Country sourcing strategies or plan specialist procurement initiatives that support effective and cost optimising purchase decisions.<br>2. Provide oversight, guidance and support with / to Country Offices with relatively straight forward procurement needs (moderate value commodities, delivering programmes of a similar nature) on implementing best practice procurement policies and procedures, ensuring a strategic, forward purchasing approach to procurement in compliance with wider WFP policies, standards and regulations.<br>3. Lead the implementation of procurement projects of moderate complexity or manage operational activities for a Country Office (e.g. issue tenders, evaluate offers and negotiate/award contracts), to ensure successful procurement of food and non-food commodities or services.<br>4. Collate information and draft appropriate responses to recommendations to support auditing of procurement activities and ensure conformity with compliance rules.<br>5. Identify, develop and maintain strong relationships with all relevant suppliers and vendors to enable WFP to maximise the value of the service delivered.<br>6. Manage and coordinate effective relationships with inspection and superintendent firms to ensure quality control, specification conformity, volume assessment, monitoring and verification of deliveries.<br>7. Work in close collaboration with cross functional counterparts to align procurement activities and promote an integrated supply-chain approach to food assistance.<br>8. Coordinate and prepare accurate and timely reports of procurement activities to contribute to a WFP wide view that enables informed decision making and consistency of information presented to stakeholders, leading to performance optimization.<br>9. Manage individual procurement officers or small procurement teams ensuring appropriate development and enable high performance.<br>10. Build capacity of WFP staff and external partners to take a strategic and proactive approach to the procurement of food and non-food commodities and services e.g., through provision of training sessions.<br>11.
